After leading the Downtown association for 12 years, Howard Levine is running for Grass Valley City Council. Three at large seats are up for election in November including current Mayor Jan Arbuckle, Lisa Swarthout and Yolonda Cookson. Levine says he is not running against anyone but for the council.
