Fortunately the citizen was able to de-escalate the situation long enough that no one was struck by the swinging padlock. When officers arrived, Daniel Hardy age 45, was taken into custody even though he verbally and physically made it difficult. Eventually Hardy was subdued and was booked on an Assault with a Deadly Weapon charge.
