Both houses passed the cap-and-trade deal yesterday, which aims at reducing carbon emissions below 1990 levels by 2030. As for the fire fee, Runner says there are no refunds for those who feel it was assessed unjustly. He says a lawsuit to try to stop the fee will continue.
