Building industry officials felt they needed to do some last-minute lobbying, to make sure the state did not exclude construction as essential work, when the statewide shelter-in-place order was issued nearly three weeks ago. But while work continues in the Sacramento region, it’s come to a halt in most of the Bay Area, due to heightened economic uncertainty.
