Fouyer says the Citizen of the Year does not know about the award. The Business of the Year does. Returning council members Jan Arbuckle and Lisa Swarthout, along with Levine will be sworn-in to start new four-year terms on the council. A Vice-Mayor will also be elected by the group. Tonight’s meeting, which is expected to be a brief one, starts at 7 o’clock this evening at City Hall.
