An earlier lawsuit, also aimed mainly at the Army Corps of Engineers, had resulted in a revised biological opinion, in 2012, that outlined procedures for improving access. But Wesselman says the Corps recently decided not to implement it….

Wesselman says salmon populations have plummeted 99-percent in the Yuba River. The National Marine Fisheries Service and the Bureau of Land Management are also among federal agencies named in the latest litigation.
