Gaines says Brown should cut off funding and use it for the state’s roads and highways. He says the Federal Government is going to be cutting taxes and building infrastructure, while California is always raising taxes to build almost nothing. He also says Brown continues to ignore the growing unfunded public pension liability that could be as high as half-a-trillion dollars.
