Nevada County’s State Senator is back in the Capitol, with the new legislature being sworn in this week. Republican Ted Gaines has already helped author legislation that would keep higher costs of fuels as part of the cap-and-trade program from going into effect, which would likely raise gas prices after the first of the year.
