A high-speed pursuit that included streets in Grass Valley has resulted in the arrest of a local man who was under the influence of drugs. Royal says Hill then got out and tried run away, but was arrested on one felony charge of recklessly evading an officer, and misdemeanor charges of driving under of the influence of, and possession of, heroin.
