Grass Valley Man Arrested on Meth Charges Again

Franks was arrested and then, Smethers says, a search of Franks’ home, also on Greenhorn Road, turned up packaging materials and paraphenalia. Franks was charged with possession of a controlled substance for sale and transportation of a controlled susbancee. Smethers says Franks had been out on bail, with charges still pending for the two prior methamphetamine arrests.
