Amazing to see how our town could grind to a halt from about three inches of snow. The roadways were unbelievable…now what will happen if we really get some snow??

They let out the school and sent many workers home just as the storm was getting bad at around 12:00 to 1:00. The radar was pretty clear that it was about to let up which it did shortly after that but not before everybody was stuck and possibly wrecked. Had the day continued as usual, it would have likely been mostly a non-event.
Additionally, the city of Grass Valley does not plow their streets very often or aggressively.
