Smethers says the girl was not taken to the home against her will and it sounded like it was the first time she’d been there. She was turned over the Nevada County Child Protective Services before being returned to her parents. Smethers says Welstad has been charged with a misdemeanor for contributing to the delinquency of a minor. He’s also facing three felony charges for manufacturing a controlled substance, possession of marijuana for sale, and committing a felony while out on bail. He had been on bail for domestic violence committed at the home in February.
