LaMalfa says under this plan, purchasing health insurance would not be mandatory. Last week, both the House and Senate approved rules that would only require a simple majority in the Senate to repeal Obamacare, to avoid a Democratic filibuster. A simple majority would require only 51 votes–there are 52 Senate Republicans.
