The grows were mostly on public property–either State Parks or Bureau of Land Management areas. Royal says the Department of Fish and Wildlife is conducting its own investigation to see if water was illegally diverted from the Yuba River. A dead bear was also found, and tests are being done to see if it was poisoned in order to keep wildlife away from the plants.
