Officers showed up in force, and in a number of patrol cars, to arrest a man in Grass Valley. Nevada County Sheriff’s Lieutenant Bill Smethers says local law enforcement received a tip that 51-year-old Ricky Stephan, who had 11 warrants, had jumped bail in Nevada and was believed to be in their jurisdiction. He says Stephan had also threatened officers in Nevada and could possibly be armed.
