Both indoor and outdoor farming operations can qualify. But adults growing the up to 6 personal plants, now allowed by Proposition 64, do not qualify. Meanwhile, PG and E will extend the agricultural discount rate to commercial recreational growers, once it becomes officially legal on January 1st of 2018. The utility also hopes to work out ways for the cannabis industry to build more energy-efficient farms. Indoor marijuana growing requires a lot of electricity.
