In 2014, Duane Strawser and Evans Phelps ran for two open seats, but Jonathan Valdman pulled out of the race after ballots were printed. In 2012, Terri Andersen, Robert Bergman, and Jennifer Ray were the three candidates for three seats, so they were appointed, rather than holding an election. Locke says the only Nevada City items that will be on the ballot are Measure X–changes to the business license tax, and Measure Y–the ‘Air B-and-B’ measure…

Locke estimates the savings at about 25-hundred dollars. Locke is also up for re-election as City Clerk, but is running unopposed, so his name will not appear on the ballot either.
