Grand juries can no longer be used in California for cases where a law enforcement officer killed a suspect while trying to make an arrest. That’s under a bill signed into law by Governor Brown. Proponents of the bill argue the grand jury process is too secretive and allows prosecutors to be removed from decision-making in politically controversial cases. Meanwhile, Brown has also signed a measure clarifying that people can shoot video of law enforcement officers.
