Close says it rained about 17 and a half inches last month, more than triple the average of about 5 and a half inches, which is the second-highest ever recorded. But Close says even if we have an average winter, he expects conservation will continue to be stressed as a way of life. However, he hopes mandatory state regulations will not have to be imposed again next spring and summer. Meanwhile, statewide October numbers are not out yet. But, as reported yesterday, the State Water Resources Control Board said Californians used 18% less water in September, compared to 2013. But it was 26% a year ago, when state mandates were in effect.
