Rex Marks was the last Grass Valley police captain. He left in 2013 to become Lincoln’s Police Chief. Gammelgard and Johnson were both Lieutenants under Chief John Foster until Foster retired. Fiscal considerations also played a role, with a captain making more than a lieutenant. Gammelgard says with Matteoni’s promotion, that leaves a Sergeant position open, and the process to fill that slot is underway.
