There have also been production problems at refineries in recent weeks. But McTeague says production cuts approved by OPEC a few months ago have not been a significant factor. And although prices had a similar jump during the same period a year ago, of about 55 cents in the Grass Valley area and about 70 cents statewide, he says prices are already about 60 cents higher than a year ago.
