Sleeping Suspect Arrested for Drugs

A known heroin user decided to visit a Dog Barr Road residence over the weekend where the occupants knew his history and also saw he was in possession of heroin. While the subject was sleeping, the complainant decided law enforcement should be notified.

Payne,-Mark-Jan1The suspect, Mark Payne, after initially trying to explain the syringes were for insulin, could not explain why it was hidden in his sock. At that point the heroin was also located. Payne was taken into custody for possession of illegal narcotics and paraphernalia as well as being under the influence.
