Doug Carlson, with the Department of Water Resources, says water levels at Oroville and Shasta dams are back above historical averages for the first time in years for March….

Carlson says the north state snowpack is now at 102-percent of average, after falling below average, to 89-percent, when the previous survey was taken at the beginning of the month. A year ago, it was only 17-percent. Meanwhile, he says the weather forecast looks dry over the next 10 days.
