Third Murder Suspect Waives Extradition Rights

Over three months since being charged, the last of three men accused of the 2014 murder of a marijuana grow caretaker in Penn Valley will soon be in the Wayne Brown Correctional Facility. Philbrook and Daniel Devencenzi were both in a Nevada jail when they were arrested for the shooting death of 27-year-old Isaac Zafft, a Minnesota native. Devencenzi and the third suspect, Finley Fultz, who was arrested in Butte County, have already been arraigned. Fultz is believed to be the shooter. Alexander is pleased that Philbrook has finally given up his extradition challenge…

The trio are charged with first degree murder in the course of a robbery, which makes it a potential death penalty case. But District Attorney Cliff Newell recently stated that he will not seek capital punishment.
