Philbrook and Daniel Devencenzi were both in a Nevada jail when they were arrested for the shooting death of 27-year-old Isaac Zafft, a Minnesota native. Devencenzi and the third suspect, Finley Fultz, who was arrested in Butte County, have already been arraigned. Fultz is believed to be the shooter.
